Peuples autochtones et nutrition

Dans cette société ou le racisme systémique est un terme faisant l’objet de controverses, nous ne pouvons pas nier que les défis alimentaires des populations autochtones sont multiples et ont des conséquences sérieuses sur leur santé et qualité de vie. La dernière étude, l’étude de l’alimentation des Première nations et des Inuits au Québec, publiée en 2015 par l’INSPQ,  fut basée sur des données recueillies lors de recensements pour la plupart avant 2006, ce qui a des chances de ne plus représenter la réalité actuelle. Néanmoins, cette étude avait fait les constats suivants :

  • Les taux de surpoids chez les autochtones sont nettement plus élevés que pour la population générale.
  • La prévalence du diabète est préoccupante, particulièrement chez les Premières Nations.
  • Les maladies cardiovasculaires sont en augmentation, même chez les Inuits qui sont davantage
  • protégés de ces maladies grâce à une alimentation très riche en oméga-3.
  • L’anémie et la carence en fer sont courantes, surtout au Nunavik.
Des problématiques individuelles ou collectives?

Quelles en sont les causes? Il est difficile de répondre à ces questions parce que chaque communauté possède ses propres défis, mais on s’entend sur le fait que les problématiques de nature psychosociale affectent la santé et le bien-être de ces peuples sur le plan individuel mais également sur le plan collectif. Comme c’est le cas avec tous les peuples autochtones dans le monde, les défis de santé prennent souvent racine dans les inégalités sociales et de santé auxquelles ces peuples sont confrontés, et sont la conséquence directe d’un long historique de politiques assimilatrices. La colonisation a fait des ravages en dépossédant ces communautés de leurs moyens de subsistance traditionnels, et la transition vers un nouvel équilibre est ardue. En fait, on constate que la façon de revenir à une alimentation qui comblerait les besoins des autochtones serait de revenir aux aliments traditionnels. Sauf que c’est justement là où le bât blesse car ils sont de plus en plus abandonnés. Petit à petit, l’ajout de subventions alimentaires pour rectifier les inégalités alimentaires ont pu mettre un pansement, mais constitue un couteau à double tranchant comme tout programme de subvention alimentaire. Éventuellement, le problème se chronicise.

Quand on pallie à l’insécurité alimentaire avec des stocks alimentaires de l’extérieur, que ce soit au Québec chez les autochtones ou en Afrique, (ou même dans les grandes villes via les banques alimentaires), à court terme cela aide. Mais à long terme, on peut qualifier cette approche de  ‘’pelleter le problème en avant » comme étant susceptible de devenir source du problème.  Comment faire de nos programmes de subventions alimentaires des solutions réelles? En intégrant l’approche préventive, c’est-à-dire en accompagnant les groupes ‘’subventionnés’’, ceux qui sont victimes d’inégalités sociales, et donc en adressant les causes de ces inégalités sociales elles-mêmes.

Des inégalités sociales marquées

Dans le cas des peuples autochtones au Québec, les inégalités sociales sont marquées et contribuent à leur incapacité à assurer leur subsistance et celle de leur famille :

  • Logement insuffisant, poussant les individus à préférer l’exil vers les grandes villes, avec un fort taux d’itinérance : Entre 2001 et 2006, la population autochtone vivant en milieu urbain représentait plus de 60 % de la population autochtone totale au Québec, avec 30% de ceux-ci vivant à Montréal.
  • Lois réduisant l’accès aux territoires de chasse, ou conséquences écologiques de projets de développement (barrages, coupes à blanc etc) qui perturbent l’équilibre de l’écosystème duquel ces communautés dépendent pour leur subsistance.
  • Coût du panier d’épicerie nettement plus élevé en fonction de l’éloignement .
  • Facilité d’accès pour les aliments ‘’à calories vides’’ telles les boissons gazeuses, les aliments raffinés etc. consommés de plus en plus jeune.
  • Contamination de la chaîne alimentaire, qui malgré qu’elle soit maintenant mieux encadrée,  a occasionné une perte de confiance des individus envers les aliments traditionnels issus de la chasse et de la cueillette. De nombreuses études ont confirmé cette contamination, notamment en mercure et autres métaux lourds, avec les risques sur la santé que cela comporte.
  • Diminution de la valeur nutritive du régime à mesure que les aliments traditionnels sont abandonnés.
  • Problématiques psychosociales et identitaires importantes favorisant l’abus d’alcool et de drogues.  (Le taux de suicide chez les jeunes autochtones est d’ailleurs très préoccupant ainsi que la violence conjugale, présumées être deux conséquences directes des inégalités sociales
  • Les communautés inuites et des Premières Nations sont confrontées au chômage et par conséquent à la pauvreté. Elles subissent encore un racisme systémique.

Les Enquêtes ne sont pas récentes. On ne sait donc pas vraiment ce qu’est le portrait actuel. Au cours des dernières décennies, il est probable que la situation ne se soit pas améliorée, surtout depuis la pandémie, qui a occasionné dans certaines régions du Québec une escalade du coût du panier d‘épicerie pouvant aller jusqu’à 40% .

Aliments traditionnels du régime autochtone

Une bonne nutrition auprès des autochtones, et ultimement une bonne santé, ne pourra pas être atteinte sans des mesures concrètes pour ramener au menu des aliments traditionnels, considérés de qualité par les communautés ciblées.  De plus, parce que la nutrition est au cœur du développement de l’enfant mais également de toute la collectivité, de par sa valeur symbolique et sa contribution à l’identité que se forge une communauté, il n’y aura pas d’amélioration possible sans une grande volonté de dialogue entre ces peuples et les instances décisionnelles concernées. Des lois utiles sont à faire, et des lois qui ont fait des ravages sont à défaire.

Un objectif louable serait de travailler la base en honorant les demandes de ces peuples quant à leur autodétermination dans le cas des communautés éloignées, mais également de l’inclusion sociale de tous les individus qui ont fait le choix de migrer en milieu urbain.  

De petits changements qui ont un grand impact

Le portrait n’étant pas reluisant, est-ce une raison d’abdiquer? Au contraire. En matière de nutrition, de petits pas font souvent une grande différence Par exemple, plusieurs études démontrent qu’une consommation d’à peine 5 % de l’énergie totale journalière sous forme d’aliments traditionnels est déjà  significativement reliée à une augmentation de vitamine A, de protéines, de fer et de zinc ainsi qu’à une réduction de la consommation de glucides, de sucrose, de lipides et de gras polyinsaturés et saturés. C’est le nerf de la guerre.

Difficile de renverser les dégâts de la colonisation. Au Canada ou ailleurs, les inégalités sociales sont systémiques. Les communautés indigènes partout dans le monde ont tenté de s’adapter à des brèches parfois irréparables dans leur façon de vivre qui ont rendu leur environnement géographique ou social de moins en moins compatible avec leur subsistance au fil des générations. L’humain développe depuis des millénaires sa symbiose avec son environnement. On ne peut pas s’attendre à ce qu’une rareté des ressources disponibles, peu importe la raison à l’origine, n’aie pas des conséquences désastreuses sur le bien-être et la qualité de vie des gens. Il y a de multiples leçons à tirer du passé, certes, mais la plus importante est probablement celle que Dame Nature nous enseigne : l’équilibre avec  la nature n’est pas une option. Il est à privilégier en toute chose. Et les peuples ancestraux du monde entier, qui possèdent encore ce savoir et cette connexion avec la nature, sont une richesse et une inspiration à chérir, et non pas à anéantir.
